Can you put Cat 5 cable next to radiator pips?

About 1meter the cable will be touching the pipes.

Shouldn't be a problem. The wire is nicely shielded somewhat.
The metal pipes are grounded too.
As far as heat goes? I believe that most plastic wires are good to operate over 100c, but check on the specs.
The only consideration is power cables and even then some people say it works ok.
I have some of my internal network touching the underfloor copper pipes and have never received any problems in doing so.

If you cant find the spec for the cable, just order a 1m one, of if its a reel, just cut off a small section and place behind the pipe and crank up the heat (just its the wrong time of year to waste heat, and talk about making your house really warm) but then you can find out how it will go against the heat.

Like the others say, I can imagine any cabling is designed to withstand heat directly to it.

Otherwise if it's under floorboards etc, you could put some lagging around the pipes to keep them separate.
